I believe that immigrants who are not citizens AND not applying for citizenship should be allowed to vote in state and local elections.If an immigrant has come to America but has not taken the time out to become a citizne, I don't think that they have the right to come in and vote for state or local elections if they cannot become citizens.Obviously they don't have the energy to become a citizen so they should not be allowed to vote.Illegal immigrants definately should not be able to vote because they are not supposed to be within the states anyhow.Now, true, sometimes immigrants are not given the opportunity to become citizens but they just have to fight their way through like every other minority race has in Amercia.
